I would suggest not hiding the folder but hiding the user folder.

Once the PC has rebooted, try to see if your users home folder encounters any more difficulties while mapping.

User's folder has Full at it's own folder level. Before creating the GPO, create the share folder according to the above steps.

Administrators have full rights to Home$ share which is then inherited down. Click OK and Apply the policy, make sure you run a GP Update in the domain controller. However, using them requires users to be able to connect, and that isnt something that always happens.

We have about 1500 users when I work at they had their home directories mapped through Active Directory. You can put the quota from the next window or using FSRM, I prefer to do it in the FSRM, make sure you have select the Auto apply template and create quota so all users will have a personal quota in their folders.
I think $USER will just be root or something else if JSS is running it.

We are using the AD functionality in JSS to bind the machines to the domain which creates mobile accounts. Users are set to have H: drive mapped to \\server\home$\username folder through their AD Profile-Home Folder option, but it doesn't map.
